Community Services was established to provide technical assistance to local governments and state agencies in the areas of community and rural planning and development, policy research and development, and grant program implementation.
We provide the people of North Dakota with effective, efficient and customer-oriented administration of federal and state programs for:

- Self Sufficiency
The North Dakota Department of Commerce Division of Community Services (NDDCS) and North Dakota Housing Finance Agency (NDHFA) are in the process of preparing the state’s 2025-2029 Consolidated Plan and the 2025 Annual Action Plan. The Consolidated Plan is the state’s five-year strategic plan to prioritize federal funding for the state’s HUD-funded programs: Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), Housing Trust Fund (HTF), and Emergency Solutions Grant (ESG).
As part of the citizen participation process, the state will hold two public input hearings to gather input on and to prioritize North Dakota’s needs for affordable and special needs housing, services for individuals who are homeless, public facilities, and economic development assistance.
The FY2025 Annual Action Plan (AAP) will outline how the state will allocate the 2025 annual allocations for CDBG, HOME, HTF and ESG, and prioritize which activities will be funded.
Communities, organizations, and citizens are encouraged to comment, either in writing or during the hearing, to help the state identify and prioritize needs to create opportunities that are in the best interest of North Dakota citizens. The comments received will be used in the development of both the Consolidated Plan and the AAP.

The Analysis of Impediments to Fair Housing is a study that is intended to evaluate the spirit of affirmatively furthering fair housing in the state of North Dakota and is a tool for enhancing public policy so that fair housing choice can be more broadly exercised.
